1. INTRODUCTION

If our company, created in 1942, always profited from a strong reputation of reliability and quality, that is not
due to random.

Our step and our engagement towards our quality products as well as our services were always our
principal objectives. And when in the nineties, the ISO 900x standards appeared, RÜEGER SA, naturally
engaged itself in obtaining this certification.

Thus, in 1996, RÜEGER SA received its certificate ISO 9001: 1994, delivered by the Swiss internationnal
TÜV organ of certification.

In order to improve its quality steps, RÜEGER decided to institute its quality handbook towards " Process "
orientation and according to the new directives of the standard ISO 9001: 2000 which will come into effect
at the beginning of 2002.

Following to the above RÜEGER had changed from printed Quality System to Intranet support introducing
at the same time the process approach. Information is thus centralized on a server, and accessible to the
collaborators via the " browser " from their personal computers.

In 1999, the international organ of certification TÜV certified our company again and congratulated us on
our choice of a quality handbook entirely managed on networks data processing type Intranet.

We are pleased to let you have herewith a summary of our quality handbook, which of course is only the
resume of the whole handbook. Moreover and as we announce it to our personal, the only valid version
of our Quality Handbook is the one memorized in our Intranet server and displayed through the screen of
our collaborators' PC.

Any printed document has only an informative value.

3. PRESENTATION OF THE COMPANY


Know-how and quality

RÜEGER S.A. was founded in 1942 and offers to its clientele the most complete range of temperature and
pressure measuring instruments in the world.

Over 50 years of history have provided a huge experience that now constitutes the basis of a strategy of high
specialisation. The Company today has 170 employees providing top products and quality services on all
five continents around the world.

Head Office and subsidiaries

RÜEGER S.A. has its Head Office in Crissier (Lausanne). The rapid growth of the emerging markets of S.E.
Asia encouraged the Company to open a sales office in Kuala Lumpur (Malaysia) in July 1997. It already
has subsidiaries in Stuttgart (Germany) and Monza (Italy).

Measuring the temperature...

Measuring temperature is an extensive subject. RÜEGER S.A. is the greatest specialist for industrial
applications. It produces two distinct categories of instruments for different use:

One-quarter of the Company's production is sold to well-known companies in various market sectors
in Switzerland:

The other three-quarters of the production go for export, especially to multinational corporations such as
BASF, Bayer, Hyundai, Mitsubishi, Petronas, Shell, Elf, etc. RÜEGER has been approved and listed as its
customers' preferred supplier.

Precision, a Swiss tradition

RÜEGER measuring instruments are recognised - even by its competitors - as being the most reliable
and precise on the market. Each sensor or thermometer is individually calibrated before leaving the factory.
The rigorously controlled production process of the sensitive elements guarantees an unequalized
quality and lifetime of the instrument. To be mentioned that the entire RÜEGER organisation is certified
ISO 9001.

An international sales network

The Company has a sales network of over 50 representatives spread around the world as well as own
sales organisations in Germany, Malaysia and Italy. This widespread network ensures our international
customers that support is always on hand. This is very much appreciated and all the more efficient as
the persons discussing the problems meet face to face, share the same culture and speak the same
language.

Advantages of being in the Lausanne region

The proximity of internationally recognized universities (Lausanne University and Federal institute of
technology) enables RÜEGER S.A. to engage highly skilled staff, thus ensuring the quality and
performance of its products. Engineers, technicians and managers are all professionals able to cope
with the highest marketing requirements. The knowledge of languages is another great advantage for a
company that does 75% of its business abroad. This is the essential condition for forging bonds of trust
with our customers and associates.

Local strategy

Communication is the most important part of the Company's strategy. RÜEGER organizes from time
to time meetings with the main economic players in its region with global impact such as: Nestlé,
Novartis, Tetra Pak, Alcoa, etc. This offers an opportunity to share experiences with a common concern
for permanent improvement.

Investment in production tooling and facilities calls for the support of sound financial partners. The fact
that we have the major international banks in the Lausanne region enable direct contacts and fast
international transactions. RÜEGER is located just 35 minutes from Geneva and its intercontinental
airport and 5 minutes from the main motorways, so it is geographically privileged. Note also that all the
micro and macro-economical opportunities offered by the Lake-of-Geneva area stands for a cosmopolitan
community, with a very open mind to the rest of the world.


4. ORGANIZATION OF FUNCTIONS

The Management assumes the responsibility to define the functions, to fix the responsibilities and
the attributions.

Methodology

A person in charge and a substitute are assigned for each function.

All the collaborators of the company assigned to the function can freely organize themselves as far as
the requirements of the quality handbook are respected.

The companies organization charts represent the functional organization.

The internal and external services are managed according to the principles of the project management,
whose operation is dealt by the procedure " organization of projects ".

This system calls upon a functional and operational organization at the same time.

HSE preserve the two most precious contributors to business and the future, people and environment.

HSE is the main occupation of each employee and the management.

Only healthy people will be happy and contributing to success.

Only trained personnel will understand and apply HSE rules and procedures.

Safety has to be observed under any circumstances.

RUEGER is applying the open door policy, any employee has the right and the duty to announce any
malfunctioning to his management.
